BERNARD L. FONTAINE, JR., CIH, CSP, RPIH

Bernard FontaineMr. Fontaine is an Industrial Hygiene and Safety Professional with over 25 years of managerial, administrative and technical experience with industry, government, and consulting in areas of risk management, loss prevention, occupational health, process and product safety, ergonomics, indoor air quality, emergency response, and training.  Mr. Fontaine also has experience in the evaluation of lead-based paint and inorganic and organic lead exposures from cleaning gasoline storage tanks to lead burning construction projects to industrial lead exposures in battery and heavy truck and equipment assembly. Other industrial hygiene and medical experience includes pulp and paper mills, textile mills, natural gas plants, construction and maritime operations, battery plants, foundries and smelters, warehouses, agricultural feed and production farms, and asbestos abatement contractors.

Bernie works as an independent consultant, through his company Windsor Consulting Group, Inc. which is affiliated with GSE. He has an extensive background, which includes litigation support to the plaintiff for litigation support for construction workers exposed to lead dust and fume during a demolition project in New York City, consultant to FDIC and Comcast regarding bacillus anthrax contamination of mailrooms and office spaces in Washington, DC and Philadelphia, PA, consultant to New York City businesses to evaluate properties for asbestos, fiberglass, heavy metal and PCB contamination after the World Trade Center disaster, conducting mold investigations of residences pending sale agreements and litigation after completion of sale under due diligence.  Other mold investigations involve disaster recovery and insurance claims as well as providing abatement contractors and clients with expert advice on remediation strategies and final clearance testing, consultant to the defense for litigation and field investigative support of children with high blood lead levels in low-income housing project in Brooklyn, NY,  consultant to general painting contractor conduct environmental air monitoring during the deleading process of the Queensboro Bridge in Brooklyn, NY, consultant to environmental firm to review lead air monitoring reports during the deleading and painting  of the George Washington Bridge, Regulatory Compliance Consultant to University of California lab to conduct an OSHA-type inspection of plutonium processing facilities in Los Alamos, NM, consultant to a remediation contractor to provide supervisory lead abatement training during lead burning project for the NYCDEP, evaluated occupational and environmental exposures of workers in manufacturing and industry regarding various chemical contaminants for the insurance companies, consultant to the plaintiff for litigation and field investigative support for residential mercury contamination in Manville, NJ, consultant to U.S. Public Health Service for mercury initial site assessment and site remediation project at Thomas Edison lab in West Orange, NJ, Compliance Health and Safety Officer (OSHA) for evaluating lead and solvent exposures during painting of heavy industrial trucks and equipment and evaluating lead and arsenic exposures in a lead –acid battery plant in Connecticut and as a Compliance Health and Safety Officer (OSHA) for special emphasis programs involving lead exposures in primary and secondary copper smelters, non-ferrous foundries, industrial coating operations, and battery manufacturing.

Prior to being a consultant, Mr. Fontaine was a Corporate Industrial Hygiene Manager for Atlantic Mutual Companies, Industrial Hygiene and Safety Supervisor - International Technology Corp., Regional Industrial Hygienist - U.S. Department of the Navy - Medical Clinic and an OSHA Compliance Officer - U.S. Department of Labor - OSHA

Academically, Mr. Fontaine holds a B.S. in Medical Laboratory Science (Medical Technology) from Northeastern University and a M.S. in Industrial Hygiene from the University of Oklahoma, Oklahoma City, OK.

He is licensed in Industrial Hygiene (Comprehensive Practice) - State of Illinois, is a Professional Industrial Hygienist - Association of Professional Industrial Hygienists, and a Building Air Quality Alliance Counselor - Building Air Quality Alliance. He is also Certified by the Association of Professional Industrial Hygienists - Registered Industrial Hygienist  (RPIH), American Board of Industrial Hygiene - Certified Industrial Hygienist (CIH), Board of Certified Safety Professionals - Certified Safety Professional (CSP), Asbestos Inspector/Project Designer - State of Rhode Island, Occupational Hearing Conservationist; Council of Accreditation in Occupational Hearing Conservation and as an  Industrial Audiometric Technician, Northwestern University.
